The Movie Colony Mid-Year Meeting
O'Donnell's Clubhouse, 6:00pm, December 2, 2008
Our mid-year meeting will be held on Tuesday, December 2, inside O'Donnell's Clubhouse commencing at
6:00PM. Early registration and a pre-meeting social will commence at 5:30PM. The usual good fare
from O'Donnell's will be on hand to greet your arrival and throughout the evening but, this year, we
are not hosting the bar so bring some cash with you (credit cards are discouraged by the Club).
Our meeting will focus on crime and safety. City Manager, David Ready, will lead off with a discussion
of neighborhood and city issues. He will be followed by David Dominguez, our new Chief of Police and a
presentation by the PSPD officers assigned to patrol The Movie Colony under the recently inaugurated
beat system. Our focus on these critical issues will conclude with a report by our CERT Captain, Steve
Smith, regarding earthquakes and disaster preparedness.
For your records and immediate use, here is the contact information for the PSPD officers
patrolling The Movie Colony. This contact information does not replace 911 when you feel threatened
or if you observe a crime in progress. This contact information is to be used only for the purpose of
keeping our beat officers aware of suspicious or unusual events or conditions arising in our
neighborhood. Want to know more? If so, plan to attend the meeting to meet these officers and
they'll tell you what to expect from the new system.

The Movie Colony Fall Meeting

The next general meeting of The Movie Colony neighborhood organization will be held on Dec 2, 2008,
at O'Donnell's Clubhouse, commencing at 6PM.
The complete program details will be published in mid-October. However, of special interest to everyone
will be a presentation by our new PSPD NPO's (Neighborhood Policing Officers). You'll be able to meet and
greet these fine officers and learn more about new police alert, surveillance, reporting and
interaction procedures associated with The Movie Colony. If you are at all concerned about safety,
security or other police related matters, you'll want to attend this important meeting as well as
encourage your neighbors to attend along with you.
Our treasury is still open for those of you who have not as yet paid your dues for 2008-2009. The
minimum suggested amount this year is $50.00. Payments may be mailed to our POB 347, Palm Springs, Ca.,
92263. Our appreciation to those who have contributed so far this year. These contributions provide
financial stability to our organization whose primary goal is to nourish, enhance and defend the quality

The Movie Colony Fall Meeting
The Fall meeting of The Movie Colony will be held at 6pm on November
15, 2007 at O'Donnell's Golf Club. The business portion of the meeting
will take about one and one half hours and it will be followed by
our customary social gathering.
This year's business session will include several City officials
addressing such issues as the disposition of the Spanish Inn and
the proposed noise ordinance aimed at party houses; Councilwoman
Ginny Foat has been invited to discuss with us her ideas for funding
the proposed new Animal Shelter; Mr Wesley Cole will talk to us
about "greening" opportunities in The Movie Colony; a discussion
about crime and safety and disaster preparedness will be led by
Chuck Brobeck.
As usual, there will be an open forum for residents to ask questions
and raise issues for discussion about The Movie Colony.
Please plan to attend and ask your neighbors to do the same. We
look forward to seeing all of you on November 15th.

Hard Rock Hotel Neighborhood Notice

Dear Neighborhood Leader:
We would like to invite you to attend an informational meeting to
learn about the new Hard Rock Hotel planned near the Convention
Center. We are currently in the City's development review process,
and will be scheduled for a Planning Commission hearing in mid to
late September.
The project will be located on Tahquitz Canyon Way between Calle
El Segundo and Calle Alvarado. The condo/hotel will have approximately
498 units, along with two signature restaurants, a luxury spa, nightclub
and 32,000 square foot banquet and meeting room facility. It is
anticipated that construction will start in first quarter 2008,
and be completed approximately two years later.
This is an important project for the community, and we look forward
to meeting each of you. We would appreciate your disseminating this
information to your neighborhood residents. If we can be of assistance
in that regard, please don't hesitate to contact us.

MOVIE COLONY MEETING PRESENTATION re.the Spanish Inn
GOOD EVENING, LADIES AND GENTLEMEN:
I am Nejat Kohan, Co-Owner of the Spanish Inn. First let me introduce
the new Supervisor & Coordinator of our project, Mr. Homayoon
Moaven, a Licensed General Contractor. With that, I am here to
explain to you the reasons for the extended delay in the Spanish
Inn project and the Movie Colony Traffic Calming Program (MCTCP)
that the City of Palm Springs required us to construct.
Before I tell you the facts, let me clear this point that if there
is anyone in this room who is very disappointed, upset and losing
hundred of thousands of dollars due to this long delay, it is
me. Just the cost of labor & materials to implement our project,
has been extensively increased in the last 3 years. Having said
so, some reasons for the long delay are as follows:
1.When the City Council approved our project, on September of
2005, the design and construction of the Traffic Calming program
were preconditions for Spanish Inn’s building permits. City also
required us to be financially responsible for the program. Therefore
we cannot proceed with our main project until the design and construction
of MCTCP are completed.
2.This program is very unique; let me explain two unusual aspects
of this plan.
A. Design and Technical Issues:
To date, our civil engineer, Amir Engineering submitted the design
of MCTCP to the City 4 times. He will submit the 5th design tomorrow
morning, hopefully for the last time. Some of the design issues
are as follows:
a.Last November 2006, City Engineering changed the Wedge Curbs
of the neighbor property lines to 6” Vertical Curbs, because they
want to prevent vehicles from going the wrong way on a one-way
street. Also the City does not want public parking on the neighbor’s
private land.
b. Just a month ago City instructed Amir Engineering to line up
both sides of Via Chica behind Colony Palms and Spanish Inn. They
advised him that the initial design of Via Chica was not proper.
By this new proper configuration, two neighbors on the east side
of Spanish Inn will gain more land.
c.Just a couple of weeks ago, the City and my Civil Engineer agreed
to reduce the size of Via Colusa Circle and delete the curbs around
3 Circles of the plan, in order to save the affected neighbors
private land and avoid any future accidents with curbs. Of course
Spanish Inn was required to pay for the design and all change
orders
These recent design changes caused a lot of delays in implementation
of the plan; however the changes were all made to improve the
plan, preventing encroachment on neighbor properties and avoid
any future confusions or accidents.
B. Financial and Maintenance Issues:
When the project was approved by City Council September 2005,
although we were unaware that Spanish Inn will be financially
responsible for the Traffic Program, we agreed to do so. Moreover,
City informed us last March 2007 that Spanish Inn, Colony Palms,
and the Neighbors would be responsible for future maintenance
of the Traffic Plan. This was the reason why I wrote the letter
to the neighbors and asked for their opinion.
I then advised City that Spanish Inn cannot be totally responsible
for future maintenance, as the Neighbors generally declined responsibility
for that maintenance.
At my request a meeting was held at the City with Mr. Chris Mills,
Council member, David Ready and the head of various interested
Departments on April 19, 2007. In that meeting Mr. Thomas Wilson
proposed that the City will vacate the streets to surrounding
neighbors and the neighbors will reconvey an easement for public
use to the City. Under this plan, the City will accept responsibility
for maintenance of these streets.
This proposal was very constructive and positive for the program
and neighbors. Now we believe this eliminates the major obstacle,
which prevented us from moving forward.
I am committed to begin construction of the plan as soon as City
Engineering and Planning Dept. approve our plans and issue us
a building permit.
I would like the neighbors to understand that some M.C. neighbors
and City initiated the Traffic plan, not Spanish Inn. It was imposed
on us and we were given no choice. Based on the condition of approvals,
we are financially committed to be responsible for the plan.
We still need your patience and support to allow us obtaining
the permits, construct the Traffic Plan and move forward with
own project. Thank you for listening to me.

PALM SPRINGS IS GOING HOLLYWOOD!
Palm Canyon Drive between Tahquitz Canyon Way
and Arenas Road will be closed to traffic between 2 and 10 p.m.,
Tuesday, May 22, 2007.
Palm Springs - Tourism TV, a Palm Springs based multi-media company,
announces the upcoming filming of a major tourism production to
air on national television beginning early summer. To assure quality
images of Palm Springs, the highest-tech equipment is being used
for the shoot including a crane-mounted camera used in such blockbusters
as Titanic and Pirates of the Caribbean. In order to accommodate
the equipment and the dramatic shots of the City, Palm Canyon Drive
will be closed on Tuesday, May 22, 2007 between the hours of 2:00
p.m. and 10:00 p.m. Contracted by the Palm Springs Bureau of Tourism,
Tourism TV plans to disrupt the downtown business district as minimally
as possible.

PLANNED POWER OUTAGE
FOR IMMEDIATE RELEASE
Southern California Edison in planning a power outage in the area
of SR111 (Gene Autry Trail) and Mesquite Ave / Dinah Shore. The
power is scheduled to be turned off on May 25th, 2007 at 1:00 am.
Power is scheduled to be restored at 6:30 am on May 25th. This outage
may affect the traffic signal at Gene Autry Trail and Mesquite /
Dinah Shore. The City of Palm Springs, Public Works office recommends
you find an alternate route if possible. This intersection is owned
and operated by the State of California, Department of Transportation.
We have notified them of the situation.

News anchor Larry Carroll is the grand marshal of the parade.
Special guests include Hardy and Cheryl Brown, publishers of
The Black Voice News, along with newscaster Brad Pie, Jr.
Early parades were held in the Desert Highland Gateway neighborhood,
then moved to Palm Canyon in the year 2000.
Following the parade, there will be a Town Fair from noon to
6 p.m. in the Palm Springs Stadium. There will be vendor booths
selling everything from soul food to arts and crafts. Previously,
the Town Fair was held in Ruth Hardy Park.

Median island construction on Indian Canyon Drive at San Rafael
Road will continue next week. Traffic lanes are scheduled to be
open during the weekends however; travel lanes will be reduced to
one lane for north and one lane for southbound traffic. The work
is scheduled to be completed the week of February 12th.
On Monday January 19th pavement work is scheduled to be started
on Indian Canyon Drive at Garnet Avenue. Work will begin at 7:00
am and is scheduled to be completed by 3:30 pm the same afternoon.
Travel lanes for south and eastbound traffic will be reduced to
one lane for each direction.

As you may know, CVAG is a partner with the Health Access Resource
Center (HARC). This Center is a local collaborative effort to collect,
analyze and report primary as well as secondary data relative to
the health needs of Coachella Valley residents. The data collection
will be a valuable tool to help cities and community organizations
measure outcomes, effectiveness and change resulting from funding
decisions and initiatives in the Coachella Valley.
The collection will be based on current, scientifically collected
and analyzed data that will also assist local and regional government
in their strategic planning and meeting the needs of your residents.
The local HARC is using a successful and nationally recognized Orange
County Health Needs Assessment (OCHNA) agency, as its model. The
Steering Committee of over 35 stakeholders, including CVAG, has
been meeting monthly. A Board of Directors has been established
with CVAG at the table.
Over the next two months, HARC will begin to make the thousands
of phone calls across the Coachella Valley that will be necessary
to collect the data for its first assessment. The length of the
phone call will be no more than 17-20 minutes.

Indian and Garnet traffic control

On December 4th construction will begin on the west side of the
intersection of Indian Canyon and Garnet Avenue. Southbound lanes
will be reduced to a single lane and Garnet Avenue will be reduced
in width west of Indian Canyon from Monday December 4th - Thursday
December 7th. On December 7th the entire intersection will be closed
for re-paving from 9:00pm until 6:00am the following morning. No
traffic will be permitted through the intersection. Work is scheduled
to be completed by Friday morning at 6:00 am.

If you've been waiting to get rid of the thread-bare easy chair,
ratty old couch or other junk taking up space in the garage, the
time has come.
During the week of Oct. 16-22, Palm Springs Disposal Services will
be collecting unwanted and bulky items at no charge as part of the
City's "Fall Clean-up 2006" event.
To take advantage of this convenient service, residents must place
their unwanted items, such as holiday decorations, gardening materials
and other household items, curbside on the evening before their
regularly scheduled waste pickup. Unwanted items should be placed
in regulation trash containers or plastic bags alongside their regular
trash and recycling carts. Containers cannot exceed 50 pounds per
item nor be placed in trash containers exceeding 32-gallon capacity.
This includes any yard trimmings which should be tied in 2-foot-by-4-foot
bundles or placed in trash containers.
Bulky items such as appliances, furniture or electronic waste that
exceed 50 pounds should be set out at the curb by 6 a.m. on Monday,
Oct. 16. These items will be collected throughout the week, not
necessarily on your regular trash pick-up day. These items should
not exceed 150 pounds per item and must be able to be picked up
by two men. Only two large bulky items of this type will be collected
per residence. For residents with more than two large bulky items
or items that weigh in excess of 150 pounds, they may bring these
items to the north parking lot fo City Hall on Saturday, Oct. 21
between 8 a.m. and 2 p.m. for disposal.
In addition to unwanted and bulky items, Palm Springs Disposal Service
will also collect used motor oil during the Fall Clean-up event.
Individuals wishing to get rid of used oil are asked to call Palm
Springs Disposal Service's recycling hotline at 327-7283 to arrange
for collection.

The City of Palm Springs is gathering information to help it
negotiate a new cable TV contract with Time-Warner.
That contract may include channels and other resources that could
be available for use -- free of charge -- by community groups,
local service agencies, schools, and residents.
The City has already conducted a telephone survey and community
focus group meetings. This email survey is another opportunity
for you to provide your ideas and input. It is designed to obtain
information about the needs and interests of local organizations
and agencies that serve Palm Springs residents.

The community will get a pretty good idea just how tall a four-story
hotel proposed for the southwest corner of Tahquitz Canyon Way
and Cahuilla Road would be during a demonstration scheduled for
Monday, July 10.
Wessman Development, which is seeking City Council approval to
construct the 51-room Palm Hotel on the vacant site, will rent
several cranes and place them at the appropriate building corners
of the proposed hotel. Ropes will be strung between the cranes
to demonstrate the roof height of the project.
The demonstration will be between 3 and 8 p.m., July 10, and the
site will be visible to the public from adjacent streets and sidewalks.
Wessman Development is conducting the demonstration at the request
of the City Council, which on June 21, continued its review of
the development application for the hotel until Wednesday, July
12.

Dear Neighbor,
On May 23, 24 & 25, 2006 the Palm Springs Fire Department will
be conducting basic fire training at: 471, and 485 Calle Santa
Rosa, and 495 Calle El Segundo. Three homes have been donated
to the Department so that we may gain valuable experience in a
controlled environment.
This is an exciting opportunity for our newest firefighters to
be able to be placed in the exact environment that they will face
on the job. All this will be done under the watchful eye of experienced
firefighters and supervisors. During the training, small interior
fires will be ignited so the firefighters can experience interior
fire attacks. After the last training session on May 25th, the
structures will be demolished and the site cleaned up by a private
company within one week.
I want to express my thanks to you for understanding the value
in this type of training even though it may create some minor
inconvenience as there will be a small amount of smoke coming
from the buildings. We will not be burning the structures down.
Small fires will be ignited on the interior and extinguished quickly.
We expect the training fires to start around 9 A.M., and continue
on and off until about 5 P.M. each day.

Applicants sought to serve on Palm Springs boards, commissions

Palm Springs residents have an opportunity to help lead their
community by becoming a member of one of the City Council's boards
and commissions.
With 22 terms expiring at the end of June, residents have an opportunity
to help shape the future of the City of Palm Springs.
Residents are needed to fill two openings on the Administrative
Appeals Board, two openings on the Airport Commission, one on
the Board of Appeals, one on the Historic Site Preservation Board,
three on the Human Rights Commission, two on the Library Board,
three on the Parks and Recreation Commission, three on the Planning
Commission, three on the Public Arts Commission and two on the
VillageFest Board.
Members on the various boards and commissions serve three-year
terms.
Applicants must be Palm Springs residents and registered voters
in the City.
Persons interested in serving should submit an application to
the City Clerk's Office by May 18. Applications and information
also can be obtained online by going to the City's Web site at
www.ci.palm-springs.ca.us. Additional information about the various
boards and commissions, what they do and when they meet may be
obtained from the City Clerk's Office at 323-8204. Residents can
apply for a maximum of two seats.
Some of the openings may be filled by current members who seek
reappointment. However, the final membership selection will be
made by the City Council in June.

Traffic Signal
The traffic signal at Indian / Tamarisk is in the proposed 2006/07
capital budget and the City Council is tentatively scheduled to
discuss capital budget requests at its May 10th Study Session

TMC Contingency Fund
The Advisors have a long range plan to accumulate approximately
$20,000 to $25,000 over the next 5 to 10 years as a contingency
fund. Surplus funds are currently being invested in CD's at Guaranty
Bank.

The Citizens Police Academy Class 40 begins Tuesday, May 2, at

CERT Community Emergency Response Teams
The Community Emergency Response Team (C.E.R.T.) training is
a 20-hour federally certified course for the public. All CERT
courses start on Thursday night and include the following two
consecutive Saturdays. The next classes are May 11, 13 and 20.

Wellness Park Groundbreaking
Dr. Rubenstein of the DHCD and other luminaries responsible for
the Wellness Park spoke at the groundbreaking, May 4. The PSUSD,
The Movie Colony Neighborhood Organization,
Desert Water Agency, and others were there. This will be a great
addition to The Movie Colony neighborhood.

Response Teams
Fire Chief Blake Goetz said that the CERT program is looking
for more good people. Those interested in being members of teams
that help the area respond to emergencies should contact Chief

neighbors in times of emergencies.
